Mr. Mucio Roberto Dias

Mr. Mucio Roberto Dias joined the 5CI Board of Advisors in August 2012.

Mr. Dias did his undergraduate studies at the Federal University of Minas Gerais and his graduate studies at INPE (MSc) and at the University of California – Berkeley (PhD).

Mr. Dias worked as Vice President and Director of Space Engineering for the National Institute for Space Research (INPE).  During that period he was directly involved in the development of a great number of Brazilian space engineering projects.

Mr. Dias then accepted the role of President of the Brazilian Space Agency (AEB) where he was responsible for overseeing the strategy and implementation of the Brazilian Space Program.  This involved activities related to scientific and technological developments in satellites, rockets, remote sensing, communications and the construction of a new space launch center in the northern region of Brazil.

Currently, Mr. Dias is the Managing Director of Space Imaging Brazil Ltd (SIB).  SIB focuses on the continued commercialization of satellite imagery and other space related products for the South American market.

Dr. Rupert Haydn

Dr. Rupert Haydn joined the 5CI Board of Advisors in August 2012.

Dr. Haydn studied Geology at the University of Munich and Clausthal-Zellerfield.  He began his professional career as a research fellow at the University of Munich Geological Institute in 1972, eventually becoming a staff member.  He concentrated his activities on the development of digital image processing methods for multispectral satellite data.  He was a principal investigator of the NASA Heat Capacity Mapping Mission (NASA-HCMM) demonstrating the feasibility of novel HIS-based image processing concepts for merging multisensory data sets.

Being active in the field of remote sensing since 1972, Dr. Haydn founded GAF in 1985, which became a leading international electro-optical and geo-information services company.  He served as the Chief Executive Officer (CEO) of GAF from its formation until retiring in 2007.  GAF currently employs a staff of 200 specialists.  Dr. Haydn is currently a member of the GAF AG supervisory board.

In addition to his activities with GAF AG, Dr. Haydn is the Managing Director of Euromap, a subsidiary of GAF AG focused on providing remote sensing products and services of Europe from the fleet of Indian Remote Sensing Satellites.  Dr. Haydn is also an advisor to numerous international organizations, including the European Space Agency (ESA).

Lieutenant General (Retired) Steven Polk

Lieutenant General (Retired) Steven R. Polk joined the 5CI Board of Advisors in August 2012.

General Polk retired from the Air Force on February 1, 2006, after a distinguished career of over 37 years. His last duty assignment was as the Air Force Inspector General.  He presently chairs the board of directors of Sourcefire, Inc. (NASDAQ: FIRE), a world leader in intelligent cybersecurity solutions.

He is the past National Commander and Chairman of the Board of the Order of Daedalians and he co-chairs the Air Force Retiree Council.  General Polk graduated from the United States Air Force Academy with a B.S. in aeronautical engineering. Additionally, he holds an M.S. in engineering from Arizona State University and an M.A. in national security and strategic studies from the Naval War College.

Professor Lui Pao Chuen

Professor Lui Pao Chuen joined the 5CI Board of Advisors in August 2012.

Professor PC Lui retired in 2008 after serving 41 years in the Singapore Ministry of Defence (MINDEF) in different appointments and as Chief Defence Scientist in his last 22 years service. He was appointed Advisor, National Research Foundation, Prime Minister’s Office.

Professor Lui graduated from the University of Singapore in 1965 with a Bachelor of Science degree, majoring in Physics. In 1966 he enlisted in the Singapore Air Force (SAF) as Captain on a Short Service Commission.  He served in the Logistics Division, Ministry of Interior and Defence as the first Head Technical Department. In 1970 he was appointed Deputy to JYM Pillay, Head of Science Management Group, Ministry of Defence.  In 1971, he was awarded a postgraduate fellowship by MINDEF.  He elected to go to the US Naval Postgraduate School and graduated with a Master degree in Operations Research and Systems Analysis in 1973. On his return to Singapore he was promoted to the rank of Lieutenant Colonel and served as acting Director Logistics Division in 1974.

In 1975, he was appointed to the newly created post of Special Projects Director responsible for the planning, system engineering and implementation of selected strategic systems for the SAF. He was promoted to the rank of Colonel in 1978. In 1984, he was appointed acting Director, Joint Operations and Plans Directorate of the Ministry of Defence, in addition to his appointment as Director, Special Projects Organisation.  In 1986, he was appointed Senior Director to establish the Defence Material Organization. He was also appointed to the newly created post of Chief Defence Scientist. He retired from the SAF with the rank of Colonel the same year.

Professor Lui served on the board of directors of various Government-linked-companies, Government agencies and universities.  Currently, he is holding several board appointments including the Director of Singapore Technologies Electronics Ltd, Chairman of Singapore Technologies Dynamics Pte Ltd, Chairman of Sembcorp Design and Construction Pte Ltd, and Director of Singapore Technologies Kinetic.

In addition, Professor Lui is also a board member of several agencies and institutes including the Tropical Marine Science Institute and Center for Remote Imaging, Sensing and Processing (CRISP) in the National University of Singapore (NUS), NUS High School Board of Governors, Executive Committee for Environmental and Water Technologies, Public Utilities Board and the Centre of Quantum Technologies.
